Default 94 Club, Dies at WOT

94 Club Car, no care in a while. If I push the pedal all the way, the cart will not start, it turns over but will not start. If I push pedal lightly(barely) it will start. Once it starts I can push it to wide open and it runs. This does not work too well on a hill.
I have done the following:
Removed and cleaned carb.
New fuel lines
New fuel filters
New air filter, no air leaks.
New plug.
New brushes in S\G, would not turn over all the time, now it does.
New ground strap.
New S\G belt
New drive belt.

I have a loose black and red wire, not sure where they are from, maybe RPM limiter but I am not sure where they would have gone.

I removed wires from lower microswitch in black box. No change, replaced.

Not sure if it is an electrical or carb issue.

Any advice would be appreciated.

PS - I learned how to do the above from this forum.

Hi There, I would check the vent line off the card, 1/4 inch yellow line usually at the end is a barb to ensure line remains clear, also check the carbs throttle shaft see if it has play. Hope this helps

Mine is missing the vent line from the carb. Where it connects is clean and clear form the carb cleaning.

Throttle linkage seems fine.

Forgot, also has new battery.

Grab a hold of that throttle shaft and wiggle it back and forth , see if there is play in the bore.

Checked it, no play, seems normal.

So does it seem more likley that it is flooding instead of electrical cut out?

Well to eliminate doubt, put it i maintenance mode and check for spark at WOT, I like to use an inline checker, really your checking the coil , could be the rpm's too high and the limiter is kicking in but it would have to be above 3200 rpm, you can unplug it, bullet connector beside the dipstick tube half way down, just keep in mind the car may not turn off now until you pull the plug wire.

I disconnected the white wire bullet connecter that is by the dipstick tube.

This did not change the behavior.

I have not checked the spark yet, no inline checker. Any other easy way to check?

I will attempt to check in the morning.

undo the ground of rev limiter and see if it runs better sounds like a possible short

Put it in maintenace mode, pedal to the floor hold high tension lead just above plug and see if you here spark snap, also maybe re set governor to factory settings, remove inspection panel at rear you will see governor arm and shaft (shaft has a hole in it, get something that will fit in it) loosen nut pull arm towards you , pull shaft towards you and re tighten nut .

Just to be clear when the car dies does it just sit and idle? Or is it ground speed your loosing,

I checked the spark as suggested and can hear the snap at low throttle and wide open.

Once running wide open it will run all day. It will only start running if I barely touch the pedal. If I try to start out pushing the pedal 1/3 of the they way or more it just spins over and never fires.

Based on the above test, does this mean I have a problem with the carb?

I took it apart and cleaned it completely a few days ago.

The only odd thing when I took it apart was that the Jet(#6 in picture) never came out after I took out screw(#7)

Maybe that jet is the problem?
