Default Idle problems with clone engine

I just converted my pedal start cart to stay running one its started and die when the key is shut off. My problem is I cannot get the motor to idle low enough to keep the clutch from engaging. My drive clutch already has the 200 rpm spring in it also... Any suggestions? I can't remember if the 200 rpm spring is stiffer or softer than stock if it's stiffer I thought about maybe being able to stack 1 or 2 washers in there with it to make it even stiffer. Anyone have any ideas? The motor is a Honda clone/ predator 420cc. Thanks
