Default 95 club car starter problem

Hi,
I have a 1995 club car DS that starts very slowly. I turn on the key and press on the gas and the motor turns over once every 5 to 10 seconds. After about 3 -5 revolutions, it starts. The starter appears to have very little torque.

I have a little background information. I was driving it to my mailbox one day (when the starter was working fine) and the belt (starter to motor) broke. It was very thin and worn out. I figured it would be a good time to tune the Club Car up so I bought new belts, and rebuild kit for the starter (brushes and bearings). I installed the belts and tried to overhaul the starter/generator. I found I couldn't open the casing due to the bearings being stuck. I took the parts and starter to a local starter service shop and had the brushes and bearings installed. A couple months later, I reinstalled the starter and noticed the lack of torque. This has been almost 6 months.

It starts but it might take a minute or two. Any ideas?

What does it do without the belt hooked up to the engine?
Check you battery & all connections

Haven't checked without the belts. When I first had the starter rebuilt, and reinstalled,. I did try it without any belts and it spun up as expected. I have checked the connections. As a matter of fact, I took pictures before and after so I would make SURE to connect all the wires correctly. However, I haven't attempted any troubleshooting since.
