Default 95 Club Car DS hard to start

Have a 95 Club Car DS with a FE290 motor and have replaced carb,plug,starter generator, flushed the fuel system adjusted valves and it still starts hard.
Removed the ground on the speed limiter and takes several seconds before it runs.
Once it running it is fine and reeves up fine.
Getting fuel.
Looked at the igniter and cleaned connection and checked micro switches and need advice where to look next?

When you say it starts hard, do you mean it cranks and cranks?
Or you have to push the pedal a bunch of times before it even starts to crank?

It cranks but I have to keep letting off the pedal to get it to fire up.
Takes several times cranking before it shudders and starts.

Ok today I replaced the two fuel filters and tried to start the golf cart.
It starts but just Boggs down and I noticed the mechanical governor was causing the engine to hunt, rev up and down.
So I loosened the nut on the mechanical linkage and it starts and runs fine.
The rev limiter I'd still connected so the motor will not over rev.
What is causing the mechanical governor the do this?
