So after putting everything back together, and being able to see what is going on at the carb, I can see dressing the gas does not move the throttle linkage on the carb. If I press the gas pedal and the throttle linkage by hand the engine starts. I tried shifting the threaded rod with on that cable but it would not pull the throttle cable to enough to move the throttle linkage on the carb.

What’s my next step?

I would check the throttle cable to make sure it didnt get broke when the battery fell out

Sounds to me like either the cable got broke or the linkage from the govenor to the carb popped off when the battery fell out. My cart is an older model than yours tho. Maybe someone else more knoledgable will chime in.

Turn the key off and have someone watch the governor assembly on top of the rear axle and see if it is moving when the pedal moves. I am guessing not. If not then the throttle cable got broken in the mayhem.

Mystery solved. Throttle cable got damaged.
