No. They are a thin, flat piece of stainless steel. They open and close with cylinder vacuum/pressure. When you take the cage out, they should be closed.

I took it apart and the reeds were closed. I cleaned everything up, reassembled and there is still gas coming back out of the intake port of the carb. Could it have anything to do with clogged exhaust?

It could, but that usually just causes low power. Are you mixing oil/gas or does it have the injection system intalled?

If you have that much fuel in the intake, and the plug is very wet, you're getting way too much fuel. I know you said you have a new carb, but is the float working correctly?

When the bowl is full, the float should rise and shut off fuel flow.
I'm sure the adjustment procedure is on this forum somewhere. |

When the carb is removed and the bowl is removed from the carb. Flip the carb upside down and push float to closed position. Float should sit perpendicular to the bottom lip of carb. I just put a new carb on my cart and it would touch the bottom of carb straight from manufacture. There is a lil tab in the hinge of the float that depresses the needle to shut off the gas. You can bend it up or down however needed. I wouldn't do a whole lot of back and forth bending on it as its seems like it would break easily.
