Default 2005 CCDS GAS No Start

Hello I am new to the forum and golf cart repair, but have a long history of automotive tinkering. I have a 2005 Gas DS that was running a week ago. I went out to move it and it will not start. Engine turns well will not start.

Motor FE290D
Details: Motor spins
Good Compression 150 psi
Spark on plug when out of motor grounded to block.
Was hearing some back firing into air box (suspected valve issue)
Pump is working

Tried:
Checked valve clearance
Pulled carb and cleaned
Pulled flywheel to check for broken key
Checked and adjusted coil gap
Pulled head and checked for valve/seat damage

Today reassembled had rear end up on stands for testing and cart fired up and ran well. (I thought fixed) Let it down pushed out of garage and you guessed it NO START

Could the angle of the cart have something to do with why the cart started? Fuel level in bowl ? I am completely stumped.

Is the spark plug wet after you try to start it unsuccessfully?

I would disconnect the ground wire on the rev limiter and try it then. May have gone bad..

Isn't the speed control on this cart all mechanical? I didn't think there was an electronic limiter involved ?

Theres a rev limiter box. Its down at the bottom of the engine on the front side by the oil tube. Just disconnect the brown ground wire.
