Default Engine won't stop

Here's my issue. Just bought a '00 DS gas, starts fine, seems to go wide open immediately, let your foot off the gas and keeps going. Key will shut it off. I replaced the micro switch shown in photo, no change. I verified that the black wire is grounded (continuity to chassis) when in this position shown in photo. I also verified continuity from green to orange when gas pedal is pushed. I also noticed that the rev limiter brown wire was disconnected and taped. Any ideas of why it won't stop running? Also, what is the small square alum block in the upper left of this photo?

There are two switches there. On my 91 it's the bottom one that controls this. I'm assuming it's the same on a 2000.

Yes, there are two, and I replaced them both even though they both ohmed out ok. Any ideas?

Only thing i can think of is the accelerator rod under the driver side may be adjusted to long so it's not engaging the switch.. Or maybe some wires are swapped.
