Do all your testing with a meter or your pack. Only do it with the cart jacked up so one or both wheels are off the ground for your own protection.

If you want to see if it is activating, listen for the click (closure) then with your meter, check the top big post on the controller side for voltage after it closes. You should have Pack voltage or basically the same thing you have on the other big post before it closed in. (With a precharge resistor you will have 1 to 1.5 volts less on the controller side post and then it will have full pack voltage after is closes in)
