89 marathon sometimes takes a while to move
Really didn't know how to say this in the title but every now and then when I push the gas on my 89 Marathon it doesn't do anything at all, such as the engine not turning over. It will make a little sound like a whine. Like I said it does it now and then. Just wanted to address the problem before it gets worst. Every time I take the seat off it never does it, so I really can't look at what's going on/not going on. It also does this in both forward and reverse

I would say it's an electrical whine from the solenoid. Caused by low voltage from the battery, or corroded connections.
