The best way I have found to weld out bolts is to first weld a flat washer to the broken bolt through the center hole then place a nut on the washer and weld through the center of it.

Thanks for the advice. I've been trying to get it out with an easyout but with no luck. I was a little scared to weld so close to the engine block but i really like the idea you proposed because it will provide slight protection to the engine.
