Sounds like carb issue. Did you buy a cheap Chinese carb? If you did they're hit and miss, I got 3 of them until I found a good one. Take it apart clean and inspect it. If you can't get it working properly sorry to say but most likely your going to need another carb. As for plugs I tried 4,5 and 6 heat range with the HEI....made little difference. I've read you need to increase the gap to .035 but I stayed at .30 and it too has been fine.
