Default Medalist Only Starts When Engine is Warm?

I'm checking out an additional golf cart tonight from Craigslist. From the ad it appears to be a gas / medalist. The seller reports that when it runs, it runs strong and smooth... But to get it to start he has to warm the engine block with a hair dryer for 5-minutes? After this it continues to stop and start with no issues for the rest of the day.

Any ideas on what I could be getting myself into? Thanks!

Broken or disconnected choke. Clean and inspect the carb.
or
Bad wiring connection or bad component.
Hook up a timing light and see if it has spark when its cold.
