Default 93 club car need to lower the idle speed

I have a 93 club car gas cart that is primarily used in a campground for slow speed cruising. The problem I have is the slowest speed of my cart is faster then everyone else. I find my self pulling of to the side all the time to let a gap build up in front of me (very annoying). I have read a lot about speeding carts up (with the linkages) and tried the opposite of what they were doing but everything seems to adjust the top end speed only. I've replaced the carb thinking something has been opened up in there but no change. I've disconnected the brown wire on the rev limiter and nothing has changed. I should also mention when it starts the engine rpms rev up a little just for a split second then it settles down to idle speed (which is to fast). Any advice would be greatly appreciated.

The Throttle linkage is adjusted incorrectly. Put slack into the cable inside the box- that cable is pulled too tight.

Sounds like something is binding or is incorrectly adjusted. Like the person above me said, add some slack in the throttle cable. It may also be binding because the throttle cable needs some lube or the internal cable has frayed.

Ok, so there was slack in the cable at the black box. I went ahead and loosened it up a bit more. This just makes it so the pedal has to be pushed further before the engine starts. It did not lower the idle rpms at all. I also double checked that the linkage stop screw on the carb is adjusted to allow the butterfly to close. Totally stumped!

Problem solved! With some further adjustments to the cable at the black box the cart will now creep along at 1-2 mph. Very happy with this cart again. Thank you guys very much for the help!
