Default Slow to turn engine over when press pedal

I have a 95 club car ds. When I press the gas pedal sometimes the car takes right off like normal. Other times it does nothing. Other times it will sit there for 5-10 seconds and have what I think is an electrical whine. Them will eventually take off. Can’t figure out any reason for any of it. The starter solenoid went out and I changed it still does it. The starter was getting weak so changed it still does it. Changed the switches on the shift knob and switches in the throttle box still does it. When it’s got the whine going it shows 12 volts getting to starter. I have also checked and made sure the clutch isn’t locked up it seems like it’s easy to turn. I checked all the grounds made sure they are tight and clean.

Just looking for any help. Maybe bad switches or how they are adjusted. Possible key switch I don’t know where to go any help would be greatly appreciated.

If you haven't already, clean both ends of the pos and neg battery cables and battery posts. Fully charge the battery with a good charger.

Thanks I took all the grounds off and cleaned them also cleaned the positive terminal. It’s a newer battery also. Have made sure it’s charged fully and it still does it.
