Default 1995 G14 Performance issues

I have a sluggish G14, she wont go very fast. But she defiantly runs.
I have replaced the carburetor, put all new belts on, new fuel pump & filter, new air filter, new hoses with clamps. New solenoid and new spark plug. Also installed a "power" spring. I have also adjusted the governor to be maxed out.
The dude I got the cart from said he put in a new solenoid, and I have tested it, I just know if Im reading my voltmeter correctly
I don't know what I'm missing?
I did buy a $20 carburetor off Amazon. Is it that?
I need new ramp shoes on the secondary clutch.
Should I get a Speed Spring?
Should I get a new high performance primary clutch? I just dont wanna spend $250.00 for the same performance.
Any suggestions would help.

The generic white or red "power springs" are very stiff and will give you more torque, but rob you of top speed. If it runs at all with the $20 carb, you're doing good. If you have the OEM Mikuni carb, it's better to rebuild it with OEM parts. Is the cart lifted?

look at the options that Plowmans offers. http://www.plowmanscarts.com/parts_g_289.html

What colour is the spark plug after you've been driving it for a while? Also are you able to test the compression?

Im gonna look into this performance kit, seems like it needs to be done. NO, its not lifted but the reason I put the power spring on, was I was eventually gonna put a backset on, so I can put my family on the back.
Also, thank you for the info

Call and talk to Don. No better customer service than Plowmans. Tell him your problems, how the cart will be used, etc. He's an expert on Yamahas and will set you straight.
