Default G1 Voltage regulator : Is DF always grounded?

My G1 VR is afu. Can some one double check my logic? The Df terminal is showing a dead short to the D- terminal, which is always grounded to the negative side of the battery. Even if I manually operate the contacts, the short remains..
Anybody got a minute to meter their VR for me?
