Not necessarily Either the obc, receptical, or relay is bad what ohm reading did you get on the relay.

Ok looked up the relay they give no resistance reading in books, but 3.85 ohms at 48 volts is 12 amps that relay should not pull 12 amps. Im thinking Relay !! I think the coil is shorted test again, the coil of the relay is the wires above the two wires you pulled off. if it is the same replace fuse leave the two upper wires unpluged and plug the charger in to the cart (jumped) lets see if it works without blowing the fuse I will think about this some more.

you can't leave it plugged in for longer than 10 to 16 hours with it jumped

I think the Resistance of the relay should be closer to 160 to 180 ohm's

Sorry its the blue wire on top of the Relay thats where you need to read the resistance, across the upper terminals not the ones you disconnected!!
