Default Not sure if it's ok to leave charger on and how do I know when it's full

Sorry new to here and this new hobby I tried to search for this question but never found a direct answer. I just bought a 99 cc series 48v and came with a charger. My problem is I don't now how to read it lol. This is what I own.
It's a power drive model 17930
There are no lights to come on when cart is full so how do I know when it is? There is a DC amperes meter and when I woke up this morning it's at 4 or 5. Does it go up or down to 0 when full? This charger looks old should I get a new one or is this just fine I just don't want to burn up batteries or worse.

It will go to zero when full, and yes, you can leave it plugged in. Once it shuts off check battery water level and top off any cells that need it. Always do this "after charging". Water level should be just above the plates.

use distilled water only

How long does it take to charge? The charger sometimes starts out around 15 and goes down to 4 but it doesn't seem to drop below that

How many hours are you talking about ?

yes the charger will start out at 15amps and can take up to 16 hours before it will shut of on its own

So I left it on for 16 hours and it still never shut off and stayed at 5 any ideas. Is it the charger that's bad or do I have bad batteries

if the charger isn,t timi9ng out at 16 hours and no one messed around with the charger than its more than likely the OBC not telling it to shut off...............i have seen them go bad this way on 1998 and 1999 carts.............................

Is this going to ruin my cart or more likely the batteries if it just keeps charging. Is this a oart i chould change and is it hard to replace and how much

Did you check the water levels in the batteries?
