Not sure if it's ok to leave charger on and how do I know when it's full

chances are its going to ruin the batteries long before there time..........and not charge properly if your guessing at when to pull the plug.......................

check you individual battery voltage and post them it sound like you have at least one very week battery. A digital volt meter is needed. Make sure to check after charger has been unplugged for several hours.

My guess is he has not checked the water levels.

Yes they are full and they seem to hold a charge. Althoughi don't know how long the ride time should be but longest I road between charges is maybe 40 min pedal floored. And doesn't seem to loose any power maybe 1 or 2 mph by the I get back

I had the same problem with my cart and two of the batterys did not pass the volt test. Replaced the two and every thing is working fine.
