Faster rate, why do you think a car that has set out in the cold cranks slower? The chemical reactions slows down and is not as effective.

Maybe I read when storing a cart that the charged batteries will discharge slower in a cold environment then a warm one

+ the oil is much thicker so drag on the starter goes up, so you're hurtin two ways!
