Your OBC is toast, and you can confirm that by running a jumper wire from the small yellow post to the B- post of the controller. It should run like this. You are correct in your assumption. A bad OBC can still charge the car. It has two separate functions. Charging, and solenoid lockout control. It provides ground to the solenoid at all times, except when charging. This function has failed and now no longer provides ground at all. Try the site sponsors for a replacement OBC. Part number 101800606

I finally got the obc and installed it which brings the situation back to the original problem, the cart still does not run but have a clicking solenoid. You had mentioned the micro switch on the f & r in an earlier post so I just went ahead and ordered another, installed that and now everything seems to work great! The cart runs again.
