Looking at buying another cart. Any pointers?

Found a guy selling an 81 2 cycle marathon. He said he just had new piston, rings, gaskets, put on, and cylinder machined last friday. He said the engine is sound but his carb is shot, or so he thinks. He said it runs like its starving for fuel. He also said he took the carb apart and can't find anything wrong with it. I am wondering if the piston was not set right (meaning vent to carb). Just curious if these symptoms sound familiar to anyone. Thanks!

Correction... *Port to carb*. Also, it's a 3 wheeler. Id like the standard 4 for lift purposes (as well as looks in my opinion). Would it be possible to swap front ends without any major fab work? His cart is in better shape than mine, so I'd make it my primary and keep my current cart around for parts. I just don't care much for the 3 wheeled models, and would prefer to swap front ends if possible. Penny for your thoughts.
