Great, but what was the voltage?

It ought to be full battery pack voltage when the solenoid clicks.
If not, the solenoid contacts are bad, or the two high current cables that connect the battery to the solenoid and the solenoid to A2 on motor.

If you are not only getting full battery pack voltage on the A2 motor terminal after the solenoid has clicked, one of four things is bad.
1. The cable from the battery pack's main positive terminal to the solenoid.
2. The cable from the battery pack's main positive terminal to the B- terminal on the controller.
3. The cable from the solenoid to the A2 stud on the motor.
4. The solenoid contacts.

I'll try again.
If you are not getting FULL battery pack voltage at A2 when the solenoid clicks, the problem is one of the following:
1. The cable from the battery pack's main positive terminal to the solenoid.
2. The cable from the battery pack's main positive terminal to the B- terminal on the controller.
3. The cable from the solenoid to the A2 stud on the motor.
4. The solenoid contacts.

BTW: If your battery pack voltage is only 36.0V and the battery pack just came off the charger (as eluded to in your first sentence) your battery pack is only charging to 43% SoC, so your batteries are bad and/or your charger is broken.
