Default Help with Powerwise charger issue

I noticed my golf cart wasn't charging fully overnight. The batteries are 1.5 years old so I was thinking they should still be good. I also noted I am only getting 2 amps when charger plugged in. It's possible I suppose that I did something wrong but I checked the diodes and they appeared ok. I was thinking it was the capacitor but I got around 83-84 volts AC when I measured the transformer output. Does that mean the capacitor is ok? What else would cause the amps to be so low? I have a digital battery meter and the battery total voltage is only 35-36v. Any help is appreciated.
Thanks.

If you were only getting about 83-84VAC out of the transformer with the capacitor connected, the capacitor could be marginal, but probably wouldn't cause the charger to only put out 2A when first plugged in.

With the transformer leads disconnected from the diodes, you should get 90VAC (+/- 7VAC) with the capacitor connected and 60VAC (+/- 5VAC) without the capacitor. See attached.

The 2A at start-up, sounds more like a diode problem, or maybe a bad ammeter.

Make sure you have the right open circuit voltage from the transformer and capacitor, then troubleshoot further if needed.
