I'm going to take a guess and say that the programmer level isn't high enough to make certain changes in the parameters. What model of Dala do you have?

Says dealer access. Ive never used these bootleg Dala tools, but you want an OEM access which is higher than dealer to do any meaningful tuning. I'd return that thing to Amazon and check out the 1314 programming thread, $30 of parts and you can do everything..

Or buy the Curtis 1313-4401 or 1313-4331 OEM Level handheld.

Ok, thanks for the info. I can see in the programmer that I have OEM access, but maybe this programmer is flawed. Could this have anything to do with the Samsung Lithium battery? I've read in some places that EZGO may have the speed locked due to battery performance?

The Samsung equipped carts can be speed tuned no problem, the BMS and controller talk to each other, ultimately the BMS protects against pulling to much current from the cells, it doesn't care about the speed limits.

Look at this thread instead since you are dealing with a 1234SE and not F4 controller.

Maybe that Dala handheld will speed it up then. Hook the handheld up take some pictures of the screen and ask some questions.
