Default 96 Gas EZGO CARB question

family was trying to start the car but it was flooding out spitting all over the driveway and the air filter box filled up with gas and oil. I took the carb off and found half and acre of dirt and ecavator (lol) in the fuel bowl with a dirty float. .... this isn't my cart but family's. Took the carb all apart unscrewed the main jet and tip the carb over to spray carb cleaner. well a brass cylinder fell out. and i'm not sure how it goes back in. I believe if i put it in correctly the cylinder pass thru the carb body and extrudes into the throat of the carb. and if you hold the carb up you can see the brass cylinder say 3/16 of an inch. if I put it in 180 degrees you dont see the brass cylinder in the carb throat.... am i correct in installing it with it extruding and visible in the carb throat?

is there a diagram of a carb and itemized parts on this BB for a 96 txt?

thank you in advance
