It's to my understanding that all of the FE350's have hydraulic lifters,
which makes the valves not adjustable...

Check the electrical connections at the Starter/Generator to make sure they are clean and tight!

Check the Starter/Generator belt to make sure it's not too tight!

Hopefully, someone else will chime in if they have any other ideas!

Good luck!

I can veryify that the fe350 and 400 both have hydraulic lifters and therefore no adjustment......

Check the brushes in your starter.

I agree, closed valves are just that, closed. you can have them tight and lose compression but never loose and raise compression.
You have a weak starter (brushes), loose belt, loose or corroded connection or possible (new) bad battery. Have you load tested the battery?

Double and triple check your grounds

I just had the same thing happen on a project, myself and several friends were doing a lot of speculation ...etc. .
The engine would turn Over like MAD as long as the plug was removed.
But put the plug back in and it would stop at the very end of the compression stroke, So it would never Fire.
Long story short after many failed attempts and adding More power to the Battery 16+ Volts it still hung.
What fixed it was replacing all the wiring from the Starter, back to the Battery . I was amazed since all the wires looked to be in great shape.

Some times corrosion will form on the inside of the wires ....... corrosion equals resistance ....... resistance equals loss of amperage .......amperage is power

Well the thing I get into , is after a (few) friends always want to throw out a theory and
all sound plausable at the time .
But 99.9% of the time it's all bull and it comes back to the most obvious and easiest :))
