Default 1998 g19 wont go

I am working on a 98 Yamaha g19 48v cart. it wont move. no clicks or buzzer sound. I have 46v across the battery pack. I have checked the f/r switch, key switch and the tow/run and all are operational. I have 46v at the solenoid/relay. I bypassed the relay and the buzzer came on in reverse only. but the voltage dropped to 25v at the solenoid. still no movement of the cart. not sure what to check next. the owner bought it 2 years ago and it quit working so he replaced the batteries and it still didn't run so he got the motor rebuilt. still doesn't run. any help is appreciated.

46V is dead batteries if they are 48V. Get them charged ASAP and then start debugging.

what voltage should the charger put out? my charger is on and when I check the voltage at the wires an the back of the charge receptacle it reads 45v. the charger runs for a couple hours then the abnormal cycle light comes on and the charger quits.

charger should be hitting at least 58v at the end of the cycle before it shuts off. is the charger humming when its plugged into cart? (about 10-15 seconds after its plugged in). also, battery voltage dropping to 25v is a bad sign for the batteries.

The charger is humming, there is a red light on that says incomplete. it has been charging for almost 6 hours and the voltage at the back of the charge port still measures 45v. also the battery back voltage measures 45v.

im guessing your old mac charger has a "window" near the bottom of the front panel. its a fuse. i bet some of the wires are broken/cooked off the back of the fuse. we do have a "power on" AND "incomplete" led on, correct?

yes it has a window at the bottom, the plastic has been previously melted off. the first couple times that I tried to charge it, it would charge for couple hours then the abnormal cycle light would come on. yesterday morning I took the cover off of the charger and found some burnt looking wires on that fuse. I repaired them. I just checked this morning and the cart is still charging. it has been charging for more than 12 hrs now and the pack is up to 49v.

I now have 49.5v across the battery pack, no clicks or sounds of any kind. I have checked the tow/run switch, f/r, key switch and gas pedal switches and all seem to be operational. I have no solenoid clicking. I assume this all points to a bad controller? is there something that I have missed? is there a way to test the controller?

heres a little info for ya (see diagram). if all the inputs are good & still no solenoid, reverse buzzer, motor output, it can be safely assumed controller is bad.
