Both charging terminals hook straight up to the batteries....so where do I start checking power?

i have 38v to large pole on the solenoid, 38v to the b+ on the controller. where do I start next? i dont have any volts to the FW switch either way from the b- battery pack to the poles. I do have continuity at m2. No power to the key switch but have continuity.

The first step is getting pack voltage to the solenoid coil.

For that, let's use your cart's the stock schematic (attach-1).

Connect your handheld DVM's negative (black) test lead to the battery pack's main negative terminal (B-) (See attach-2)

I have power to the solenoid.

There is no reed switch in the version of the series drive, so the voltage source for the solenoid coil is a blue wire attached to the solenoid's battery side large terminal and I don't see one in the picture of the controller and solenoid you posted.

If it is there, you ought to measure pack voltage at that point.

The next check point is MS-2 on the F/R assembly. It should have a blue wire into it and a blue wire out of it. When direction selector is in F or R there ought to be pack voltage on both blue wires.

Next is the key switch. Blue wire in, green wire out. When key is on, both wire ought to have pack voltage on them.

Next is the pedal switch. Green in and red out. When pedal is pushed there ought to be pack voltage on both.

Next is the solenoid coil. Solenoid's small terminal with red wire attached ought to have pack voltage on it when F/R is in either f or R, key is on and pedal is pushed. AND solenoid should click.

Different circuit.

Want to get power to solenoid coil, so the power you are measuring in the picture can get to the controller and motor.

BTW: the terminal you are measuring in the picture is the solenoid's controller side large terminal.

The other large terminal is the point of origin for the voltage that ultimately energizes the solenoid coil to connect the battery side large terminal to the controller side large terminal.

Per alltrax, it looked to me they wanted it plugged into th j1 plug, am i not reading this right? That's where I have it.

I see, I didnt have any power to the solenoid coils. Awaiting answer to blue wire...that might explain why im not getting power to solenoid and m2.
