Very common to have the pivot assembly parts to get rusted and freeze up (bolt/collar/2-bushings and return spring). Also, remove brake drums, inspect the linings and check for damaged brake cables.

Thank you. I pulled the drums off pads look fine but are frozen and won't move. Everything is rusted and gunked up. This cart has had years of neglect with being on a farm with zero maintenance. I sprayed it with brake clean and I'll deal with it in the morning

I finally had to drill out my pedal it kept seizing up, and put a new return spring on it then it was much better. I also filled it with grease each time I had it off.

Where can I find a picture of what the pedal assembly should look like. I'm going to order a service manual today after work. I know one of the springs is doing nothing where it is

Yes #5 the big black one on the pedal bolt, they do get weak with age the new one was much stronger and was not that expensive when I bought it at a dealer.
