Day 2; hot battery, starting fluid and she fired up but can't keep it runnin. So tracing cables found this problem cable broke. Is this pic the speed governor?

Yep. The 10mm nut looks like its turned in all the way...

It'll never run well without an air filter--preferably the stock air box. With an aftermarket K&N type filter you will probably have to increase the size of the jet in the carb...

Bypass governor fix broke cable at the end(with a clamp on fishing weight). And she's runnin but back firing

Ok went back where I bought the cart and found airbox in the bushes. And it's running. A lot different than my electric cart.its at 16mph(according to speed app). Time to search the forum once again for more knowledge.
