G29 runs without key and sometimes needs push

I have a 2007 gas g29 that is new to me. It has two problems that may or may not be related.

1) it runs regardless of key position
2) it doesn't always go when you push the gas. I hear a click, but it doesn't always go. I can usually always get it to go by rocking or pushing the cart a bit while keep trying the gas. Same behavior forward or reverse.

Everything should be stock. Any thoughts?

the "i have to push it" thing sounds like Starter/Generator brushes. there are rubber plugs on S/G for inspection & service.

What should I be looking for on the brushes?

Is there a slight humming sound when you have to rock it? I'd check to see if starter pulley is slipping before inspecting brushes

each brush rides in a metal holder that allows it to slide down as brush wears, if the top of the brush is not above the top of the holder, they are worn out.
