These batteries are only a year old..
The battery on lower left is reading zero and that is mud on the batteries, not corrosion

Lets try for a better picture of the 2 battery in the lower corner (the dead one and its neighbour) something just does not look right in the connections...

NONE of your batteries are reading correctly. 7V is DEAD for an 8V battery. Not to mention 4V. Better pix will help. Check out your meter too. Your readings are not even on the map.

Just thinking out loud here... IF the batteries were replaced and hooked up properly but left unattended too long perhaps one battery froze over the winter or for whatever reason simply died... If the OP does not at the very least get the 4 batteries reading 7 volts on a charger soon he will be replacing them all again.... I'd be putting a 12 volt charger to one battery at a time to see if they will perk back up as otherwise they are indeed DOA...

Just chiming in but that does not look like the batteries are wired in sequence properly. I would disconnect everything. Put each on a 12v charger. Reconnect them properly in sequence. Then retest pack.

Well someone unplugged my cart at the hunting camp and it's a possibility that the dead one froze. I always leave it plugged up..

I put the charger on the battery pack reading zero and got it up to 5.9, but hooked the meter two it and watched it drop to 5.7 volts.

Put it on each one a little longer... You need at least 7 volts on each battery before the 48 cart charger will kick in....

As I know nothing of how a series cart works or is wired I'm going to assume that the goofball looking wiring on these two battery is part of the reverse...
