Ok i have pulled the igniter off of the engine, i used a ohmmeter and on the 200k scale it is 5.4 both directions. (The igniter is a 2 prong type and i do not see any examples when searching for it online everything is a 1 plug with the housing as ground). i found the fe290 service manual online and per notes it states it is bad. Per service manual (-) to terminal .1 to 1.0 and (-) case or ground (2nd terminal in my case) it should be 1 - 10. if i understand that correct, or if anyone has tested before with different ideas please advise.

You have spark,so the ignitor is doing its job. You do not have quality spark and thats the coils job....replace the coil!
