Well if it's pumping fuel to the carb, and motor is not getting gas, you are sure the carb is fine, check your throttle linkage. Something is not right.

If the fuel system is working properly and filling the bowl of the carb there's really only one reason you would still have a dry spark plug and that's if intake valve isn't opening
