No, you are only applying 12v to a 48v motor, but regardless of that you should still get movement. And there is a problem for sure in your potentiometer so there lies your biggest problem at the moment. You start at the front and work to the back...

Be sure you used the correct Sepex or Series test on the motor....

When you say potentiometer, I assume you talking about the MCOR under the floorboard?

Yes, it serves as a potentiometer for your throttle input (Motor Controller Output Regulator). There is also a MS in there that has to make as a permissive to your solenoid closure....

Tapped motor with a hammer while pressing pedal and the motor is working again. Can't believe I didn't think of that before now.

1. Do you still think I have a pot issue? Drove it around a bit, no issues.
2. What should I do about the motor?

Then your brushes are sticking and probably about worn out.... Pull it and inspect it.

I agree.
You may have some heavy wear on the comutator also. This can be corrected.
Lest see some motor brush plate pics and the comutator area on the core.

Put a brand new Admiral MOT-A1 on today and it still won't go.
I was able to get it going yesterday by tapping old motor with hammer, so now I'm really confused.
Checked and double checked cables to be sure I didn't get them crossed (took a pic prior to removing old motor).
Checked B- and M- again and voltage does not drop to 0 with pedal depressed. Even with a possible pot issue, will the new motor still not at least spin?
I have a MCOR4 that I got from a member here, but haven't put on. The connections are different and I just never put it on.
