How did you check the solenoids? Did you test them with a multimeter to make sure they are working or did you just listen for them? I’ve heard many solenoids that don’t actually work[emoji52]

Disconnected the resistors and checked with a meter. I even put smaller guage resistors on it to see if that helped. don't know why the voltage is so low on the first three solenoids. It wont hardly try to move the cart until the fourth solenoid comes on.

Those voltage figures look about right. There is something going on with your motor where the lower voltages aren't enough to get things rolling whereas the higher voltage does. Probably brushes or a bearing that's hanging up.

Brand new high torque motor, also has lift kit and oversize tires

That’s it. New motors don’t do well on resistor carts. What motor do you have?

The first solenoid turns on basicly a safety then you get 4 speeds post a picture of the wiring i have two of these carts if you need need more info sounds like maybe one of the solenoids is welded then when you throttle its going from slow into the 4th speed
