Default Club car rev limiter

Working on a 2003 club car ds gas
Can a rev limiter be bad and still give spark ?

Yes. Rev limiters an fail several ways. There's a Brown wire from the limiter attached to the mounting bracket. Remove the brown wire form the bracket and tape it off so it can't touch anything and the limiter will be disabled.

What color is the spark? It should be bright blue/white and consistent with every revolution of the engine.
If it's dim or yellowish colored, or it is not consistent, the coil is more likely the problem.

I will check the spark tonight
The reason for the question is I have verified the governor is set correctly At half throttle the rev limiter kicks in
I did detach the ground wire and problem went away

Does the engine sound like it's revving too high?
A stuck clutch can make it rev high at part throttle and hit the limiter, but it will sound like it's screaming and only going about 8mph.

No I haven’t looked at the drive clutch.
I did ohm out the rev limiter and it’s reading 13.5

I took a rev limiter off a buddies cart that we knew was good. Boom cart runs great. With the governor zip tied it goes 13 mph with stock tires. Is this normal speed?

No. Zip tied governor, flat out should be running near 20. Stock normal governed speed is about 14.
Somethings not adjusted properly, or the clutches are not working properly.

New to the club cars. I found a article on how to adjust the governor for stock
I turned the governor arm counterclockwise until it wouldnt turn with the governor arm loose I turned it until the carb was full throttle tightened the bolt on the arm
Does this sound correct?
