That seems pretty loose compared to when I did mine last year - seemed mine had virtually no slop.

I guess you could try backing off the brakes' tension, and try the stomp, and if it pops or not will give you an idea if this is load (overload?) related of not.

I also took a quick look in the EZGo electric forum for the brake post I used last year - sorry, no luck. I do know there is a good post in there.
