The other possibility would be manufacturing residue or ? in the needle valve seat - pull thge bowl and float, then remove the needle valve (carefully) and inspect both the needle itself and the seat, possibly a good blowing out with some carb cleaner (while wearing eye protection) will get it to seal correctly
