Default 93 marathon

My 93 marathon gas 295 cc motor was running great and all of the sudden stopped with loud clunk. I took the motor apart and checked everything out. purchased rebuild kit and started to put the motor together.
I aligned the crankshaft gear and the balance rod gear the correct way as per the ezgo rebuild manual. 1 dot centered between 2 dots. pretty easy. While turning the crank noticed I can not make a complete revolution of the crank. The rod caps are hitting the balance shaft. This would explaiin where the dent in the balance shaft came from when the motor was disassembled. I have talked to a bunch of mechanics on this problem and two of them figured that the gear on the crank has moved this is why when you align the timing marks you are getting contact.
One mechanic said to get the motor to TDC and install the balance shaft with the key way opening pointed towards the small pin located just to the top of the keyway. He said I will be in time and I said what is going to stop the gear from moving again and he said I should be ok. Seems like a weird answer. Any help would be appreciated. Thinking about purchasing a used crank and used balance shaft and see where that gets me. Help.
