Default 05 Club Car Precedent blowing 20a Fuse & will not start

Hi .I have become my camp & neighbourhood Golf Cart ressurector. I have been asked to help with a 2005 Gas Club Car Precedent PR0529-524606. Before I laid my eyes on it, owner put a brand new battery in it. PERFECT CAR CHEAP, JUST NEEDS A BATTERY.....YEAH RIGHT. When you depress the gas pedal it blows the 20Amp fuse on the positive battery terminal wire. Also Solenoid was not clicking so I replaced that. No change with the fuse blowing. So I jumped the fuse to do a little more research. I am not a mechanic, just an avvid wrencher. If I hold the padal down, jumper at fuse starts to smoke(thin gauge copper wire) & solenoid does not click. Jump negative directly from battery ground, solenoid works fine. Traced ground to pedal assembly GCOR, 12volts going in on green when selector is put into drive or reverse & only 8volts coming out on orange when pedal is depressed. That is where I am at present, I am stumped & have no further basic knowledge to continue without a point in the right direction. It seems like I have two seperate problems maybe?

Is starter/generator locked up? Can you turn it by hand?

Here's a wiring diagram for your cart. It's in post #7 of this thread. You must have a short somehwere.

If I jump the solenoid the vehicle will turn over & start no problem.

I used the wiring diagram and traced all wiring, everything is connected as per diagram. Is there anything that I can test for specifically?
