The AXE controller only has 1 pin (pin #1) for logic power, so any FNR or throttle switches would need to interrupt that signal, right?

Unless there is a bad connection on the throttle wires, it looks like the controller is at fault.

The only definitive answer I did not see is if when he measured the voltage from M- to B- ranging from 48v to 0v (indicating logic power interlock, solenoid, throttle signal and controller are working), if the motor moved.

Agreed. If we could verify power to controller pin 1 and throttle signal in range WHEN the cart will not go and a controller B- to M- reading of 48v when solenoid clicks and not decreasing when the pedal is depressed with the above conditions met - then we could say the control is failing.

All of the above conditions would have to be met first at the time of a no go event.
