It shows 47.5 battery pack and 47 at charger port. Wonder if the black wire from the battery that was connected to the charger port with the obc wire was connected to the obc wire only to bypass and not connected to the port. But what would connect to the port then if that was the case?

It looks like the charger itself is not working, either the fuse or rectifier would cause this issue as well.

The low voltage could be a result of not charging for a while, but if the OBC can activate the charger relay, current should flow.

Ok I am trying another charger right now. Stand by. I am still curious where that small black wire from the main positive goes.

I plugged in another charger and it does the same thing. It clicks the needle on the meter flickers just a tiny bit and no charging is happening. I wish I could figure out how to post a picture on here

You should only have 3 wires leaving the charger receptacle.
Red positive 10ga wire that goes to the pack positive battery post.
Black negative 10ga wire that goes to the OBC.
Gray "sense" 16ga wire that goes to the OBC.
Just to double check, that voltage reading you took at the charger receptacle was taken at the front of the receptacle where you plug in the charger correct?

Just found the issue boss. The dang fuse is bad. I guess it got overtightened and came loose from the top of the bolt. Thank you so much for guiding me through this.
