Grab a broom handle and sit next to the cart looking at the end of the shaft. If it is bent you will see the center bounce. When the hub is on does it move at all? And have you tried swapping side to side?

looking at it from the end of shaft it isnt noticeable, i just swapped drums but accidentley stepped on brake with ds drum off now that drum is a little snug and doesnt want to spin freely with wheels off ground, ps spins instead

It probably spun the star wheel a notch or 2. Pull the hub and release the latch and spin it back a few. Hub should then spin free.
