That's what I was saying - I can set up per my best guess. Stock rpms, throttle rate, and soft start curve but, he will likely have to make adjustments before handing it over

So I received the remaned controller and am following the specific instructions to perform prior to installation.

In checking the resistance to the motor, once disconnected to the battery, the instructions refer to A1 & A2 & F1& F2 but my motor has A1 & A2 & S1 & S2.
Measured the resistance bw A1 to A2 and instructions say that the resistance must be bw .2 & 1 and mine reads 00.3.

Measure S1 to S2 says must be bw 1 & 2 and mine says 2.4
Measure bw S1 and the motor case and reads 0 but says must be greater than 5.

Is this saying that I also have an issue with the motor?

If you're referring to a remanufactured controller, you've likely been snookered. It would be a REPAIRED controller. A company can build a new controller from scratch for less than it would cost to remove all components and replace everything with new, which is what it takes to actually remanufacture one! That is why nobody really remanufacturers controllers, not even the factories that build them. It is cost prohibitive to do so.

Repaired controllers are much more likely to fail, because the rest of the components are the same age as the one(s) that failed. New controllers are not a lot of money more than having one repaired. Many times, the cause of a failure is missed during diagnostics and the controllers are sent back out unrepaired, just cleaned up to look good. Keep these facts in mind before being tempted to buy a "reman" controller next time.

And yes, reading 0 from S1 to motor case indicates a short to the motor case. You'll need to find out why. Motors can be rebuilt for less than buying new, unlike controllers.

rebuilt is still repaired. I am an FSIP dealer. I asked for a list of parts that were replaced in rebuilt controllers..... and they said "uhm, there is no list" I said, really? Because a motor rebuilder has a list of new parts he puts in a rebuilt motor. These controls are repaired.

Thank you for all of the clarification between a remained, rebuilt and repaired controller. I understand what I have and was only asking for help in following the proper steps prior to reinstalling the controller.

I do believe that my question was answered in an earlier post.
