Here is a pic of the brake cable connection too. I felt the tension on the cable from this point to the back of the cart and it did not feel too tight.

In the pictures you can see rust between the spring and the lift kit block and from the lift block to the axle tube.
That rust is from movement and that is letting the axle roll and causing the brakes to lock up.
Get your springs and axle locked down and the problem will be solved.
If you have a welder or know someone put a couple of beads on the lift kit block to the axle.

So are you saying to weld in the locations of the red arrows?

Ok, I know for sure the axle is not spinning. I marked the axle and had the brakes lock-up twice now and the mark has not moved. I wonder if it's because the forward momentum of the lifted cart/big tires requires a little extra push on the stop pedal and causes it to lock-up the wheels. This may be normal behavior I am experiencing.

I could be wrong as a one legged poll dancer but i'm thinking the axle is rolling when you hit the brakes and then rolling back to your mark when you stop.
Any chance you can spot weld those pads anyway?
Have you driven it with out the seat to watch what the rear is doing?
Just thinking out loud....

Is the axle in a tube? How is it not screeching if, in fact, that is metal rubbing on metal? I can get a spot weld on it just want to make sure before I call in favors, lol!

See if you could put a dab of something front and rear of the perch and see if it has been disturbed after a test run; that should answer the question!
