Yo connected the wires on the OBC together. That’s the wrong end. The harness side that’s on the cart needs to be connected together.

You are supposed to connect the blue and white wires on the harness side of the connector not the cart side...That sends pack voltage to pin 5 on the controller preventing cart lockout...

Connect the other blue and white wires together. You did the wrong side.
