Default 2013 EZGO TXT (TXTE) 48v No go and no solenoid click

My cart just stopped running all of a sudden after no problems. I literally just went through the entire electrical system as I am pretty familiar with these. Everything checked out ok. Key switch, FnR switch, charger port, etc. Also did the Curtis 1206HB controller pin-out tests and the controller seems ok.

When key on in FWD, the solenoid has the following voltage tests:

Bat. Pack (-) to solenoid...
- small yellow: 49.4v (Pack voltage)
- small blue: 47.7v
- large (contoller side) 48.9v
- large (bat. side): 49.4v (Pack voltage)

I've tested the pedal micro switch. There is no continuity with pedal up and I get a continuity tone when pedal pressed. Induction circuit tests at 14v (pedal up) to 11v (pedal pressed).

I did the motor resistance tests written in the Curtis controller guide.

- A1 to A2 was 0.4 ohms (good)
- F1 to F2 was at 1.4 ohms (good)
- A1 to F1 was open (good)
- F1 to case was at 1.95M ohms (bad), should be greater than 5Mohms.

What exactly does this mean? Is the motor fried or burnt brush(es)? I'm now at a loss.

F is a field post so part of the winding bolted to the case. May just have a bare wire touching but motor is probably bad

Would that keep the solenoid from clicking? I read that the large lug voltage difference on the solenoid must be at least -3v on the controller side from the battery side. I ordered a new resistor in the event that's true.

If the controller senses a fault it will not send the ground signal to the solenoid to close.
